With reference to your despatch No 167 of yesterday's date, respecting the seizure of a man in Hongkong waters by Chinese Soldiers, I have the honour to state for the information of His Excellency the Officer Administering the Government of Hongkong that I have to-day sent you the following telegram (partly in code form) : –
"Colonial Secretary, Hongkong. I your despatch of 12th October Chinese names of persons, boat and plans [are] omitted. Can you supply [them] by telegram"
